The Cultural Heritage and Landscape Observatory of Biella, located in Palazzo La Marmora, was founded in 1994 as a coordination entity among those Ongs that had been dealing with cultural heritage, environment and landscape conservation in the previous years in the area of Biella’s province (Piedmont, North-west Italy).

During the past 15 years, the Observatory has become a linking point for researchers, activists and volunteers but also for organization, charities and institutions that have promoted various initiatives in the field of cultural heritage conservation, environment protection or landscape management.

From 1994 to 1998 the Observatory has carried out three main functions:

  • Be a platform for sharing various experiences and for coordinating initiatives among the members;
  • Provide to its members practical help or administrative advice ;
  • Set out regular meetings on topics of relevance.

In 1998 the Observatory became a non-profit organization according to the Italian legislation and it adopted its own charter which stated the role of linkage between organizations, agencies and other entities “for protection, promotion and enhancement of the things of artistic and historical interest, including libraries and cultural heritage according to what listed in the law DPR 30/09/63 No 1049”.
The two campaigns “Insieme nel Paesaggio”- which started in 2000 just six months before the ELC was signed and in 2006 few days after ELC ratification in Italy – were the most important public initiatives promoted by the Observatory and its members. During the campaigns the Observatory and its member promoted conferences, seminars, meetings with school children and older students in all the Biella’s area. They promoted also studies, exhibitions, publications and, in the second campaign, a series of explorative trekkings into the everyday landscape that were named “Camminsaggio” from the two Italian words “camminare” (to walk) and “paesaggio” (landscape).
Learn about, experience and defend the landscape were the three leading verbs in the campaigns together with the common aim to rise among public opinion and institutions a new awareness about the “ethical” value that resides in the territory that surround us in our everyday life.
In 2006 the Observatory was also the promoter, together with the local authorities of Biella’s town council and province, of “Progetto Paesaggio Biellese”, a pilot project for the application of the European Landscape Convention.
In December 2009 the Observatory’s charter was update in order to change the organization’s name, to rearrange the composition of the board and to create two permanent commissions: one for Cultural Heritage and one for Landscape. In that occasion a new board was elected and Francesco Alberti La Marmora who had chaired the Observatory since its foundation, left the leadership into the capable hands of Roberto Pozzi.
The Cultural Heritage and Landscape Observatory of Biella is also a member of the Network of Landscape Observatories of Piedmont.
